Why does shared web hosting offer unlimited bandwidth but dedicated servers or VPS hosting does not?

shared hosting providers usually have their servers on an unmetered line, which will be shared among their many clients. You could get an unmetered line for your dedicated/VPS, but it would cost you a real lot.

now a day most web master using WHP for unlimited band width bcoz its also less expensive and very reliable with all most all good features

there is no such thing as unlimited bandwidth and unlimited space. Even my host (Chime Host), they offer unlimited option but they are clear on their site that clients are not allowed to use excessive cpu resources or cause heavy load on the server. Therefore, you will never reach that stage where you get to use tons of space and tons of bandwidth on a shared hosting environment. If you start using tons of bandwidth/space on a package that cost only $4.95 per month, chances are you will cause heavy load on the server. The second you reach that stage, your account will be suspended and you will be asked to move to vps or dedicated server.

It can be because of, Dedicated server hosting providers provide monitoring, software updates, reboots, security patches… one of my friend is using virtual server from http://www.onthenetoffice.com/ ..you can check.

That’s mainly because shared providers can get away with it since they have a tight grib on your usage. VPS or dedicated not so easily because they don’t have a way of "policing" your "unlimited" usage.
